Talent in the lower leagues

There are obviously some very talented young footballers in the leagues below and I think we should have spotted this lad long before the big guns did.........Do we have any scouts at the club? Should we not be concentrating on bringing in a couple of scouts to scour the leagues below for hidden talent? I would happily do some scouting work, and I'm sure others would too.
